On June 7, Campbell County Sheriff’s Deputies William Bumgardner and Ty Daugherty answered a call about a man laying the road.

The man was alleged to have been laying in the middle of the road on Willis Lane as well as walking up on people’s porches. Deputies soon found Andrew Terris Odell at 210 Willis Lane. He was allegedly jerking, had slurred slurred speech and could not stand still, according to a report from the Campbell County Sheriff’s Department. While Daugherty was patting the man down, he allegedly found two hypodermic needles, two small baggies with a clear rock type substance in them which Odell said was meth.

Odell, 28, 346 Old Middlesboro Hwy, LaFollette is charged with public intoxication, possession of drug paraphernalia and possession of schedule II-controlled substance. (WLAF NEWS PUBLISHED 6/15/2018 6AM)
