VASPER, TN (WLAF) – On Sat., Feb. 8, Campbell County Sheriff’s  Deputy Courtney Charles was dispatched to Highway 116 about a male slumped over the steering wheel of a truck in front of a tree service company.    When Charles arrived on scene, she allegedly found Kelly Dean Smith slumped over the steering wheel of a truck that had front end damage. She could smell a strong odor of alcoholic beverage coming from the vehicle. When she made contact with Smith, she noticed he had slurred speech, blood shot eyes and was unsure where he was. Charles asked him how many alcoholic beverages he had to drink and he said “a few,” according to a report from the sheriff’s department. When asked how many a few was, he allegedly said “a few.”  At this point, Charles asked what happened to his vehicle and he replied, “I hit a bridge right there.”  He continued that he had drank eight Bud Lights. A check of his license revealed a previous driving under the influence (DUI) charge in 2012.

While Smith was being booked into the jail, a clear zip lock bag with a green leafy substance in it believed to be marijuana was found. Also found was a small metal pipe with a burnt residue and a green leafy substance in it believed to be marijuana.

Smith, 51, 2000 Wilson Road, Knoxville is charged with driving under influence (2nd offense), violation of TN financial law, intro contraband in penal institution, possession of schedule VI-controlled substance, possession of drug paraphernalia and violation implied consent law.  (WLAF NEWS PUBLISHED – 02/14/2020-6AM)
