On Wednesday evening, Campbell County Sheriff’s Department’s  Sgt. Cody Chapman and Deputy Tosha Tackett were involved in a traffic stop at El Charo’s Restaurant, across from the hospital,  when it was requested that Deputy Nathaniel Bostic come to assist.

When Bostic arrived, Chapman ask him to deploy K9 Santo to do an exterior sniff of the vehicle. Santo alerted at the front passenger door of the vehicle. The driver of the vehicle, Dion Charles Stagnolia, was seated at the curb, and said he had previously used and that was why Santo was alerting, according to a report from the Campbell County Sheriff’s Department.

Bostic was attempting to speak with Stagnolia, when he attempted to stand up from the curb and almost fell.  Bostic was able to grab Stagnolia to keep him from falling all the way down.  Afterward it was observed that he was unsteady on his feet.  When Bostic was attempting to put Stagnolia’s hands behind his back, he noticed him beginning to tense up and attempted to pull away from him.    The report goes on to outline that he was told to stop but continued trying to pull away.  Then Stagnolia was taken to the ground.  During the process, he kicked Deputy Tackett and groped Sgt. Owens genital area.  Bostic ordered Stagnolia several times during the struggle to stop, but he continued.  Stagnolia was belligerent during the entire confrontation and cursed at deputies.

Stagnolia, 41, 1211 West Ash Street, LaFollette is charged with public intoxication, disorderly conduct, resisting arrest and two counts assault on a police officer.
