JACKSBORO, TN (WLAF) –  On March 12, Campbell County Sheriff’s Deputy Raymond Surber saw a vehicle traveling at a high rate of speed on the wrong side of the road on Clear Lake Circle in Jacksboro.

When Surber stopped the vehicle, the driver who was identified as Larry Bruce Phillips, was not wearing a seatbelt. While running a routine check, it revealed the license plate was not the plate issued to the vehicle and Phillips’ driver’s license was revoked, according to a report from the sheriff’s department. Phillips was unable to provide proof of insurance.

While Phillips was being booked into the jail,  Deputy Dylan Berry allegedly  found a small container containing what was believed to be heroin on Phillips.

Phillips, 41, 476 Hatmaker Ridge Road, Jacksboro is charged with driving while revoked, violation of TN financial law, violation registration law, drivers to exercise due care, seatbelt law, intro contraband into penal institution and possession of schedule I controlled substance.
