CARYVILLE, TN (WLAF) – Improperly displayed tags resulted in three arrests on Sunday afternoon.

Campbell County Deputy Justin Phillips noticed a red Porsche Cayenne traveling North on Hwy 116. As the vehicle approached the intersection of Hwy 116 and 25W in Caryville the driver of the car crossed the fog line. While Phillips was following the vehicle it turned onto Hwy 25W and then southbound on Interstate 75. On I-75, Phillips saw the vehicle cross the fog line and swerve back into its lane of travel of three more times. The license tag on the vehicle was mounted at a downward angle with fishing line and a magnet, according to a report from the sheriff’s department.

Phillips stopped the Porsche on I-75 and spoke with the driver, Nolan Lewis Flannery. Inside the car were three passengers, Kimbra Grillet, Elliot Thacker and Katlin Lockard. When Flannery was told why he had been stopped, he allegedly told Phillips he was trying to open the sunroof, because it was hot in the car. Flannery later said he was swerving because he was looking at the GPS to see where he was going. He continued that he had purchased the car in Utah and did not have registration, proof of insurance or proof of driver’s license. Flannery stated that the license plate on the car belonged to the person he purchased it from, and he had not registered the vehicle in his name and that he had continued using the tag.

At this point, Lt. Travis Bostic deployed K9 Santo who alerted to the passenger side of the vehicle. Phillips learned through dispatch that Flannery’s license was suspended for failure to pay child support. A search of the vehicle allegedly revealed a loaded Ruger LCP Pistol in the front passenger side door of the vehicle. A clear plastic bag that contained a crystal like substance believed to Methamphetamine was inside a box on the passenger side floor. Inside the center console was a small box containing six plastic bags. There were two $100 bills found between the emergency brake and center console beside the driver’s seat. Also allegedly found was a black backpack containing a glass case that contained a small plastic bag with 25 small white pills believed to be Sildenafil; a scale with a white crystal like substance on it; hypodermic needle and glass pipe. Also inside the backpack was a citation for Kimbra Grillet from the Laurel County (Kentucky) Sheriff’s Department for possession of a controlled substance, Methamphetamine, drug paraphernalia, possession of a defaced firearm, criminal possession of forged instruction 2nd degree and receiving stolen property under $10,000. A second citation for Grillet from the City of Palos Verdes Estates (California) Police Department was found in her wallet for possession of illegal weapons dated August 2, 2020, 23 prepaid cards with different names on them, Flannery’s identification and $830.90 cash.

A black bag allegedly belonging to Elliott Thacker containing a hard knuckled item also known as brass knuckles, a multi-colored pipe inside a shoe in the back passenger side floor where Thacker was sitting was also found.

Nolan Lewis Flannery, 38, 1628 Herrin Street, Radondo Beach, California, was charged with possessing a firearm in commission of a felon, possession of schedule II controlled substance, possession of drug paraphernalia, driving while suspended, violation registration law, violation of TN financial law, improper display of tags, failure to maintain lane, mfg/del/sell controlled substance, other.

Kimbra Lee Grillet, 41, 1628 Herrin Street, Los Angels, California, was charged with mfg/del/sell controlled substance, possessing a firearm in commission of a felon, possession of prescription drug without prescription and possession of drug paraphernalia.

Elliot B Thacker, 40, Jacksboro was charged with possession of drug paraphernalia and possession of prohibited weapons. (WLAF NEWS PUBLISHED – 05/27/2021-6AM)
