CARYVILLE, TN (WLAF) – Campbell County Sheriff’s Deputy Preston Mullins was patrolling in Caryville on New Year’s Eve when he noticed a white Kia Soul traveling without headlights or taillights turned on. Mullins stopped the vehicle and spoke with the driver, identified as Zandra Carol Bolinger. When Mullins was talking with her, he noticed that she seemed to be confused. As Mullins was explaining the reason for the stop, Bolinger stated that she did not notice the lights were not turned on.

While Bolinger was retrieving her driver’s license, proof of insurance and vehicle registration, Mullins noticed her to be slow while moving and was confused while handing him an envelope, he then noticed her speech was allegedly slurred. When ask if she had consumed any alcoholic beverages or taken medications, she reported she had not.

As she was exiting the Kia for field sobriety tests, she was slow to react and crossed her feet several times while walking, according to a report from the sheriff’s department. When Mullins was administering field sobriety tests, he noticed that she was having difficulty focusing and could not hold her head still to follow. Mullins was explaining the walk and turn test to Bolinger when he saw that she was unable to properly stand in the starting position. Upon attempting to begin the test, she began crying hysterically. After field sobriety test Mullins concluded that Bolinger was under the influence of Cannabis prompting Mullins to ask if she had smoked any Marijuana prior to driving to which she reported that she had smoked marijuana five days earlier. He then asked if she had eaten, and she reported that she had not eaten since early that morning. However Mullins noticed a green/brown color to her tongue. The woman then changed her story to “her friends had tricked her into smoking marijuana with them in the past 24 hours.”

Bolinger, 26, 901 E Hemlock Street, LaFollette was charged with violation light law and driving under influence (DUI). (WLAF NEWS PUBLISHED – 01/06/2022-6AM)
