WHITE OAK, TN (WLAF) – Campbell County Sheriff’s Deputy Preston Mullins was patrolling on Hwy 90 in White Oak on Saturday afternoon when he saw a black Dodge Ram parked outside a residence known for drug traffic. Mullins noticed the vehicle was running, but there was no one inside the vehicle. He requested a registration check on the vehicle and learned the registration was not on file. By the time he received the information back from dispatch, he had left the area but went back and found the vehicle had left the residence.

As Deputy Mullins continued to patrol the area, he saw the truck traveling north on Hwy 90. Mullins stopped the Dodge that had three occupants inside, the driver who was identified as Paul Johnson, an infant who belonged to the female passenger in the vehicle and the passenger, according to a report from the sheriff’s office.

When he requested identification from the individuals, the driver complied, but the passenger reported that her identification had been stolen and provided a fake name and date of birth. Mullins requested an identification and warrant check on the information given by the passenger. There was nothing on file. Mullins reported that when he began to speak with the passenger, he noticed she was acting nervous and continued to reach between her legs. She was ordered to get out of the pick-up truck, and she failed to comply. Mullins then opened the door of the truck giving her multiple commands to get out of the vehicle to which she eventually complied. When Deputy Mullins spoke further with the female, she reported that she had a married name. Mullins requested an identification check of the name she gave and found an expired identification from Kentucky.

Mullins asked her if she had anything considered to be illegal on her, and she reported that she had a broken and used hypodermic needle in her son’s diaper bag. Mullins retrieved the bag and found multiple used and uncapped hypodermic needles as well as a metal spoon with a burnt bottom, as well as used tourniquets. The deputy then found several plastic bags containing a quantity of residue from a clear rock like substance believed to be methamphetamine.

When Mullins attempted to put the female identified as Jessica Marie Smith into custody, she pulled away from him and clenched her fists. Mullins was able to handcuff her and put her in the backseat of his patrol car. Once inside the car, she began kicking the door of the patrol car, then cursing and begging Mullins to let her go.

Smith was transported to the jail and booked in under the name she had given Mullins earlier. She reported that she did not know her social security number. Later in the day, Mullins was requested to return to jail. When he arrived, he learned that Smith’s sister was on the phone requesting to speak with him. Mullins spoke with the sister, and she advised him that her sister had been arrested under her name and gave him her legal name. 

After checking with NCIC and comparing photos, Mullins was able to identify Smith.

Smith, 175 Cemetary Rd, Williamsburg, KY is charged with possession of drug paraphernalia, possession of schedule II controlled substance, criminal impersonation, identity theft, resisting arrest, disorderly conduct and child endangerment. (WLAF NEWS PUBLISHED – 01/21/2022-8AM)
